Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the current period. By day, political struggles are fought: hopeful statements are delivered from multiple capitals. Significant resources is expended on containing particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity enabled by up-to-date information. From vantage locations, military aircraft that had been dispatched to intercept incoming cruise missiles flew past – modern combat jets delivered to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, most likely delivered by allied countries. Every firing shakes the surroundings, shaking the windows. The brief panic quickly becomes grim resignation: maybe the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.
With pauses, this continued until dawn. Kyiv awoke to the early updates: seven people killed, damage and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The 28-point plan from American leadership generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new approach from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, certainly, continue.
Tactical Assessments
It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership operates on a principle well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is unrealistic to force Russia to surrender the territory that it presently holds in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, Washington does little to discourage Russia, through statements or actions, from assuming that the current condition will not evolve additionally in its benefit in the near future.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a total frontline collapse until conditions improve in its advantage.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their priority does not switch to domestic problems. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will change their overall approach.
These two forces are influencing discussions.
Summary and Prospects
It took a just a single week to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
